The first step is to draw an outline of the entire eye, I always start by drawing out the whole eye. This allows you to gauge whether the proportions are correct or not. I use a H pencil for this step.






When the eyeball is completed you can start shading around the eye and adding the eye lashes. I use a Mechanical Pencil for the eyelashes. Before you start the eye lashes you should add some shading, the pencil you use depends on the skin tone, in this example I've used a H pencil. When you have put the first layer of tone down you can lightly blend with a piece of cotton or tissue. You may want to repeat this a few times to get the tone right. When you are ready to start with the eye lashes try and count how many there are on your refrence picture to achieve a natural look.

The next step is to shade the white of the eyeball, if you look closely at your refrence picture you should see reflections of light. To capture these reflections you must put some tone down. I usually go for a H pencil, make sure you leave the area of the reflections blank. 
After you have drawn the outline you can start shading the eye starting with the pupil. I usually use a 7B pencil for this. When you have shaded in the pupil you can start with the iris. If you look closely at your refrence picture you should see the the iris is made up of different tones. Start with the darkest areas first.
